Kyiv infrastructure facility struck three times
Kyiv Mayor Vitali Klitschko said Russian drones struck a critical infrastructure facility in the capital three times during the night, cutting electricity and water to multiple districts. His update was carried in the OSNT Russia-Ukraine war brief for October 31, 2026.
No casualty figure for Kyiv from this night was confirmed in the reports used for this story, and no confirmed figure for Ukraine as a whole was published in those reports either. The confirmed injury count from the night comes from Kharkiv, set out below.
Kharkiv: three injured, ten homes damaged
Kharkiv Mayor Ihor Terekhov said Shahed type drones hit three districts of the city. Three people were injured, and ten residential buildings were damaged. Terekhov reported the toll in his own update, also carried in the OSNT brief for October 31.
Kharkiv sits close to the Russian border, which leaves its air defenses little time to react to drones launched from Russian territory. The mayor's update did not list the three districts by name.
The Russian claims, labelled as claims
Russia's Defence Ministry said its strikes hit the CHP-6 combined heat and power plant in Kyiv, workshops in the Proton industrial zone in Kharkiv, and a dry cargo ship about 18 km south of Odesa. Those are Russian claims, not independently verified facts. Ukrainian officials had not publicly confirmed the specific Russian claims in the reports used for this story.
Klitschko confirmed that a critical infrastructure facility in the capital was struck three times and that power and water were cut in multiple districts. He did not, in the update carried by the brief, name the facility as CHP-6.
A second heavy night in a row
The October 30 to 31 barrage followed another heavy night. On the night of October 29 to 30, a different attack and not part of this story's totals, Russia launched ballistic missiles, four Kh-59/69 cruise missiles and 113 drones, according to the Ukrainian Air Force. Ukrainian air defenses destroyed 99 air targets in that attack, including 96 drones, and strikes hit 17 locations. The Institute for the Study of War carried the Air Force figures in its Russian Offensive Campaign Assessment for October 30, 2026.
The October 31 attack was larger in drone numbers, 134 launched against 113 the night before, and again left impacts across the country despite 105 drones being shot down or suppressed.
