A De Pere man has been charged with first-degree reckless homicide after a Milwaukee police pursuit ended in a crash that killed a man and left a driver on life support, according to a criminal complaint.
Jordan Hall faces six felonies in the case: first-degree reckless homicide, first-degree reckless injury, first-degree recklessly endangering safety, fleeing police, possession of methamphetamine and bail jumping. Each charge carries an enhancer for prior crimes, the complaint says. The charges are allegations and have not been proven in court.
A chase through school zones
Officers were conducting surveillance in a narcotics investigation on Monday, October 19, when they saw Hall, who had an active warrant, according to the complaint. When officers tried to stop him at about 2:30 p.m., while schools were in session, he drove away.
The pursuit covered about 2.3 miles. The complaint says Hall ran three red lights and five stop signs and drove through three school zones during school hours: James Groppi High School, Frances Stam Early Childhood Center and Clarke Street School. Speeds reached up to 95 miles per hour in areas posted at 25 miles per hour.
The chase ended at North 30th and West Center streets, where Hall drove through a stop sign and crashed into a sedan, investigators say. Surveillance footage indicated he entered the intersection at about 55 to 60 miles per hour, and airbag module data put the truck at about 64 miles per hour at impact. The struck vehicle was pushed into a parked SUV.
The crash killed Jose D. Lezama-Flores. The driver of the vehicle that was struck suffered life-threatening injuries and was placed on life support, according to the complaint. Hall's truck also carried a passenger, whom prosecutors included among those endangered. Investigators said they found suspected methamphetamine beneath a floor mat in the truck.
What Hall told investigators
Before officers read him his rights, Hall was overheard saying, "Now I just took a life," the complaint states. After waiving his rights, he told investigators he had come to Milwaukee to buy methamphetamine for personal use and to sell, and that he panicked when he saw police because he knew he had an active warrant. "I should've just stopped," he told a detective.
The warrant followed a missed Oconto County court date in October on a possession of methamphetamine charge, and Hall was wanted on a Department of Corrections violation. Online state records show he was released on extended supervision from a prior case in November 2025.
The first of three fatal chases in two days
Hall's pursuit was the first of three police chases in two days that ended with fatalities in Milwaukee, the Milwaukee Journal Sentinel reported. The other two occurred on October 20. In one, a suspect in a vehicle stolen at gunpoint died in a crash. In the other, a Germantown pursuit into Milwaukee ended when a vehicle crashed into a pole, killing its lone passenger.
The chases come after months of scrutiny of the Milwaukee police pursuit policy. Nine deaths related to chases in 2025 prompted Police Chief Jeffrey Norman to remove speeding as a lone reason to chase reckless drivers, and an effort by some elected officials to force further changes failed. So far this year, chases in Milwaukee have fallen by about 24 percent between January and June, in the most recent publicly available police data.
