San Francisco Supervisor Connie Chan conceded on Wednesday, Nov 4, 2026, to California state Sen. Scott Wiener in the race for California's 11th Congressional District. The district covers all of San Francisco. The seat is held by Speaker Emerita Nancy Pelosi.

With about 57 percent of the vote counted, figures from the Associated Press cited by KTVU put Wiener at 55 percent and Chan at 44 percent. The Associated Press had not formally called the race when Chan conceded. Chan said her campaign reviewed the results reported so far and the ballots that remained.

In her statement, Chan said, "we do not have a clear path to victory." She added, "I congratulate Scott Wiener on his election and wish him success in serving San Francisco." She said the campaign expected the margin to narrow as more ballots were counted. She said that narrowing would not be enough to change the outcome.

Chan thanked Pelosi for her endorsement and for four decades of service. Pelosi endorsed Chan in May 2026. At the time, Pelosi praised Chan's work in health care, education and labor. Chan returned to that support in her concession statement on Wednesday.

A long race to succeed Pelosi

Wiener announced his campaign in Oct 2025. Pelosi announced in Nov 2025 that she would not seek reelection. Voters cast ballots in the general election on Nov 3, 2026. Chan conceded to Wiener on Nov 4, 2026, one day after election day. The sequence gave the city a full year of campaigning for a seat that Pelosi had held for four decades.

The field narrowed to Wiener and Chan after Saikat Chakrabarti was eliminated in the June 2026 primary election. From that point, the general election was a direct contest between the state senator and the supervisor. Both campaigns focused on voters across the whole city, since the 11th District covers all of San Francisco.

In August 2026, the race turned heated. Wiener's campaign launched an AI chatbot parody of Chan and promoted it with billboard ads. The campaign was widely condemned. Wiener apologized and took the site down. The episode drew attention well beyond the district during the summer.

Wiener record and platform

Wiener has served in the California Senate since 2016. Before that, he served on the San Francisco Board of Supervisors for District 8. He is openly gay. His platform stressed building more housing, better public transit and new parks. He also proposed taxing corporations on profit gains that come from replacing human workers with AI. Those proposals put housing, transit and the effects of AI on jobs at the center of his campaign.

Wiener was endorsed by the California Democratic Party, Rep. Sam Liccardo, former Rep. Katie Porter, the San Francisco Chronicle and labor leader Dolores Huerta.

Chan's concession on Nov 4, 2026 clears the way for Wiener to succeed Pelosi in the House. The result ends a race that began in Oct 2025, changed when Pelosi stepped aside in Nov 2025, and was decided by voters on Nov 3, 2026.
