Key points

  • Romanian F-16 fighter jets shot down two drones over the country's Black Sea territorial waters on Saturday, the defence ministry in Bucharest said.
  • The two drones entered Romanian waters at 2:59 p.m. and 3:01 p.m. GMT on Saturday, October 17.
  • Defence Minister Radu Miruta said on Sunday that the drones were likely the latest generation of Russian drones, flying at speeds similar to fighter jets.

Romanian F-16 fighter jets shot down two drones over the country's Black Sea territorial waters on Saturday, the defence ministry in Bucharest said. It was the sharpest response yet to a string of drone attacks on shipping near Romania's coast, and NATO's council will take up Black Sea defence on Tuesday.

The two drones entered Romanian waters at 2:59 p.m. and 3:01 p.m. GMT on Saturday, October 17. The jets brought them down about 20 kilometres southeast of Sulina, near the mouth of the Danube. The first drone was shot down within two minutes of entering Romanian airspace. The second was downed at 6:05 p.m. local time, five minutes after it crossed in.

Defence Minister Radu Miruta said on Sunday that the drones were likely the latest generation of Russian drones, flying at speeds similar to fighter jets. "The ones from last night were flying at 450 km/h, which leads us to think they were Russian-made Geran-4 drones with a turboprop engine," Miruta said. "This is the first time we've shot down drones like these." Romania has not officially released the drones' country of origin.

A shipping route under fire

The shootdown came days after two chemical tankers were hit by drones near Romania's coast. Both ships were anchored near the Sulina Canal, which links the Danube River to the Black Sea and carries Ukrainian exports to world markets. A NATO military source told Reuters the tankers were hit by Russian drones. Romanian crews are still searching for seven missing sailors from those attacks.

The tanker strikes were not isolated. At least five other cargo ships have been hit near the coasts of Romania and Bulgaria in the past two weeks, with 23 sailors reported dead or missing, most of the incidents outside NATO territorial waters. Romania shares a 614-kilometre border with Ukraine, much of it along the Danube, and has reported Russian drone incursions into its airspace repeatedly since Russia's full-scale invasion in 2022. Bucharest began shooting down drones that enter its airspace earlier this year.

Why it matters

Romania is a NATO member, and its jets are now destroying fast, jet-speed drones inside alliance airspace, not just tracking slow drones that drift across the border. Each shootdown tests how far Moscow will push along the Danube route and how far NATO will go to keep it open. The canal is not a minor waterway. It is one of the few working export routes for Ukrainian grain and goods while the country's own Black Sea ports sit within range of Russian strikes.

Foreign Minister Oana Toiu said the North Atlantic Council will meet on Tuesday to discuss Black Sea defence and deterrence. A NATO official told Reuters the alliance "is ready and able to react to any potential threat, 24/7, to safeguard our territory and protect our people."

What happens next

The Tuesday council meeting is the next decision point. Watch for a collective NATO statement on air defence along the Danube, any change to allied patrols over the western Black Sea, and the results of the search for the seven missing tanker crew. Romania has also called for a ceasefire at sea to restore safe navigation on the route.
