India will have mobile phones designed, made and branded in India by October 23, 2028, Union IT Minister Ashwini Vaishnaw said in New Delhi on Friday, setting a public date for a goal the country has chased for years.

Speaking at the NDTV World Summit on October 23, 2026, Vaishnaw asked his audience to mark the date down. He said: "This is 23 October 2026. Please note it: 23 October 2028. You will have Indian-designed, Indian-manufactured, Indian-branded mobile phones."

Vaishnaw called the target India's own Apple and Samsung moment, in reporting carried by the IANS news agency. No specific companies were named. The pledge is about ownership as much as output. India already builds large numbers of phones inside the country, but most of that work is assembly for global brands. An Indian brand would mean Indian firms own the design and the intellectual property behind the phone, not only the factory line that puts it together.

Why a phone is hard to own

Vaishnaw used his remarks to explain why designing a phone is a demanding task. A phone packs radio frequency systems, antennas, processors, memory, camera modules, displays and power management into a small form factor. Engineers have to balance weight against power while keeping every system working in a device that fits in a hand. Each part affects the others, and a weak choice in one area can spoil the whole product.

That list explains the gap between assembly and design. Assembly can be learned line by line. Design requires teams that can make hundreds of linked choices and stand behind them in a product that millions of people will judge against Apple and Samsung handsets on the same shop shelf.

Chips, exports and incentives

Vaishnaw tied the phone pledge to the wider electronics program. He said the first made-in-India chip will be ready by 2028. He said electronics is now India's third-largest export item and will soon be second. He also pointed to a government incentive scheme that supports phone production and Indian brands.

Those pieces matter because a branded phone needs more than a logo. It needs chips, components, software support and factories that can hold quality at scale. The export figures show the base is growing. The 2028 date tests whether that base can produce a brand of its own.

An AI law consultation is also coming

At the same event, Vaishnaw said the government will start consultation on AI legislation in the coming weeks. The Hindu BusinessLine reported that the consultation work sits alongside the phone and brand plans. No draft text was released at the summit, and the minister gave no company names for the phone push either. Both promises now have a near term test: a consultation paper for the AI law, and named Indian firms willing to put their brand on a phone.

Why it matters

If Indian firms meet the date with phones they designed themselves, India moves from building other companies products to selling its own in one of the most competitive consumer markets in the world. If the date slips or the phones turn out to be rebadged designs, the pledge will read as a slogan. The two year window leaves little room for either outcome to stay hidden.

What happens next

The next signs to watch are concrete ones: the AI law consultation paper in the coming weeks, any named companies or brand launches tied to the incentive scheme, and progress on the first made-in-India chip ahead of 2028. Vaishnaw has put the date on the record himself, and October 23, 2028 is now the date his ministry will be measured against.
