NATO Opens Its Buying Agency to Ukraine for Weapons and Ammunition
Ukraine will be able to buy weapons, ammunition and military equipment through NATO's central procurement agency, the Financial Times reported on Thursday, a route Kyiv says could bring supplies faster and at lower cost.

NATO will let Ukraine buy weapons, ammunition and military equipment through the alliance's central procurement agency, the Financial Times reported on Thursday. The arrangement could let Kyiv obtain defence supplies faster and more cheaply, Reuters reported, by putting its orders through the NATO Support and Procurement Agency, known as the NSPA.
"It provides Ukraine with the ability to have a more structured framework to leverage a broad range of capabilities that we offer: procurement expertise, support services and access to established industrial base," Jacqueline Borsboom, the NSPA's director of support to operations, told the Financial Times.
Why it matters
Ukraine has relied on a patchwork of donations, bilateral deals and its own purchases since Russia's full scale invasion in February 2022. A standing route through NATO's own buying agency gives Kyiv one desk for orders, contracts and delivery, instead of negotiating country by country. It also ties Ukraine closer to NATO's logistics system at a moment when its relationship with Washington has cooled.
Reuters reported that the deal comes amid worsening relations between the United States and Ukraine since President Donald Trump announced a diesel export deal with Russia this month, which he said would lower US fuel prices. Ukraine has complained of disruption to some intelligence sharing and to its use of the Starshield satellite system. President Volodymyr Zelensky said a meeting in Oslo on Tuesday, October 20, had agreed to resolve those issues.
The wider picture
The procurement news landed in a crowded week. US envoy Steve Witkoff has held talks this week with Zelensky and with Russian President Vladimir Putin on ending the war, and Russia said on Wednesday it was ready in principle to resume three way talks with Ukraine and the United States. Hours after that statement, missiles struck Kyiv again in the early hours of Thursday, wounding six people in an evening strike that damaged homes, a petrol station and transport equipment, a Reuters witness reported.
What happens next
The Financial Times report did not set out a start date or say which weapons Ukraine would order first through the agency. The test will be speed: whether orders placed through the NSPA reach Ukrainian units faster than the bilateral channels Kyiv uses now, and whether European governments fund purchases through it. Ukraine's financing gap for 2027 is a separate pressure. EU leaders plan to discuss how to cover it at a summit on November 26 and 27.
