Updated 08:11 UTC, Oct. 30, 2026: Raygine Glentasia Evans made her first appearance in a downtown Los Angeles courtroom on Thursday afternoon and was ordered held without bail while awaiting arraignment on December 2, according to the criminal complaint in the case. The no-bail order replaces the $3.255 million bail set when she was booked into the county jail on Wednesday. The complaint, filed on October 8, charges Evans with one felony count of murder in the death of Hernan Martinez, one felony count of reckless driving on a highway causing a specified injury, two felony counts of hit-and-run driving resulting in death or serious injury to another person, and one misdemeanor count of hit-and-run driving resulting in property damage. The complaint also alleges that Evans has prior convictions for robbery in 2018 and grand theft in 2021.

A woman wanted since September in a Hyde Park hit-and-run that killed a 16-year-old boy and critically injured his younger sister is in custody, Los Angeles police announced at a news conference on Thursday. Raygine Glentasia Evans, 28, was arrested in Los Angeles at about 10:30 a.m. on Wednesday and booked into the county jail on suspicion of murder, according to the Los Angeles Police Department. Her bail was set at $3.255 million.

The crash happened at about 9:30 p.m. on September 22 at 60th Street and 10th Avenue in the Hyde Park neighborhood of South Los Angeles. A mother was crossing 60th Street with her two children when a blue 2025 Nissan Sentra traveling eastbound ran a stop sign at about 80 mph and struck the two teenagers, police said. Hernan Martinez, 16, died at the scene. His sister Vicky, 14, was taken to a hospital in critical condition with a fractured pelvis and later had surgery, family members said. Their mother was not hit, and she pulled her daughter away from the car.

Police said Hernan was lodged in the Sentra windshield as the driver kept going. Detective Ryan Moreno of the LAPD South Traffic Division said the driver swerved in an attempt to shake the boy loose from the car. The Sentra then struck a parked vehicle and was disabled, and Evans and a passenger got out and fled on foot, according to police. Hernan had turned 16 three days before the crash.

A record of citations and a robbery investigation

At the Thursday news conference, held near a memorial at the crash site, police said Evans had been cited nine times for reckless driving and for running stop signs. Investigators say she was also wanted in connection with multiple robberies, including 10 in Los Angeles, and detectives said they found alleged links between her and other incidents in the month before the crash, including incidents in the San Fernando Valley. Police had publicly identified Evans as the wanted driver at an October 23 news conference while she was still at large.

Hernan's brother, Eliseo Martinez, stood with officers and family members on Thursday and thanked them after the arrest. He said the weeks with the driver still at large had weighed heavily on him and on his mother, and that the family was relieved the suspect was finally in custody.

Police said the investigation is continuing, and Evans' arraignment date had not been announced in the reports published on Thursday. Police have identified the passenger who fled the Sentra with Evans as Joannae Shavon Rosby.
