Democrat Cait Conley defeated Republican Rep. Mike Lawler in New York's 17th Congressional District on Tuesday, November 3, flipping the seat for Democrats. WAMC Northeast Public Radio and Bloomberg Government both reported Conley's win in one of the most closely watched House races in New York.
Lawler, a two-term incumbent, conceded on Tuesday evening and called Conley to congratulate her. He told supporters the outstanding Westchester County vote would leave him short of reelection. "When all the votes are counted tomorrow in Westchester, it's going to be pretty clear we will be short," Lawler said, in remarks reported by Halston Media.
The count, and the ballots still waiting
The Associated Press results page, checked after election night, showed Conley with 133,219 votes to Lawler's 121,881, with an estimated 60.85 percent of the vote counted. The AP still listed the formal race call as too early to call, because Westchester County emergency ballots remained uncounted. The position is plain: the incumbent has conceded, and multiple outlets have reported Conley as the winner, while the AP formal call was still pending at check time.
Earlier on election night, with 57 percent of the vote counted, Conley led by about five percentage points in the AP preliminary count reported by Bloomberg Government and the New York Post.
A win announced in Pleasantville
Conley addressed supporters at Club Infinity in Pleasantville, New York before midnight on election night and told them Lawler had called to concede. "We took back the House and the Senate!" she told the crowd, according to Lohud. She also pointed to the ballots still outstanding in Westchester County. "We still have work to do to make sure every single vote that was cast in this election is counted as cast," Conley said.
The scanner failure behind the remaining ballots
Ballot scanners failed across Westchester County on Election Day, Tuesday, November 3, leaving thousands of Election Day ballots unscanned and voters casting paper emergency ballots. A court order signed by state Supreme Court Justice Paul Marx set counting of those ballots to begin no later than 11 a.m. on Wednesday, November 4. Who Conley is
Conley, 41, is an Army combat veteran and a former national security official. She led election security efforts at the Cybersecurity and Infrastructure Security Agency during the 2024 elections and served as a director for counterterrorism on the National Security Council.
What the flip means
Conley's win came on a night when Democrats took control of both the House of Representatives and the U.S. Senate. The result makes New York's House delegation 20 Democrats to 6 Republicans when the new Congress convenes in January 2027, according to WAMC and Lohud.
