NEW YORK: The New York Police Department on Friday released body-worn camera footage from the first city officers to reach the Bronx street where a federal immigration agent had shot a 28-year-old man in the neck the day before, documenting the chaotic minutes after the shooting.

The video, released Friday morning, shows two officers arriving by patrol car on Marble Hill Avenue as bystanders shout that immigration agents fired the shots. The wounded man, Oscar Belgal, sits handcuffed on the ground beside a gray SUV. A man in a reflective construction-style vest carrying a long gun stands nearby, federal agents at the scene, police officials said. The officers radio for an ambulance, then decide not to wait. They lift Belgal into their vehicle, rush him to NewYork-Presbyterian Allen Hospital and carry him into the emergency department.

The NYPD stressed that its officers responded to reports of gunfire and took no part in the federal operation. Police Commissioner Jessica Tisch said city cameras recorded Belgal backing a gray Honda CR-V into a parking space on Thursday around 4 p.m. as a plainclothes federal officer approached the driver's window with a gun drawn. As the vehicle began moving forward, at least one officer fired seven rounds, striking Belgal below his left ear, Tisch said; seven shell casings were recovered.

Belgal, a Dominican national, had a 5-year-old boy believed to be his son in the back seat; the child was not struck and is now with family, Tisch said.

The Department of Homeland Security offered a sharply different account of the encounter. Marcos Charles, a senior official with Immigration and Customs Enforcement, said agents boxed Belgal's car in with their vehicles and ordered him out; he said Belgal refused, then accelerated into two government vehicles and drove toward other officers, forcing them to fire in defense of their lives and the public's. Homeland Security Secretary Markwayne Mullin told a Friday news conference the agents did not know a child was in the car.

Mullin confirmed the ICE agents wore body cameras that were recording and said that footage would be made public as the investigation proceeds; it had not been released as of Friday evening. The city surveillance video described by Tisch has also not been publicly released. Publicly described footage does not show the shots being fired, and the federal account of the car striking agents is unverified.

DHS described Belgal as a man in the country illegally with alleged ties to the Trinitarios gang, a guilty plea to fourth-degree grand larceny that drew five years' probation in April 2025, and a pending 2025 arrest for criminal sale of a controlled substance.

Late Thursday night, federal agents removed Belgal from Allen Hospital in unmarked vehicles; he is now held at a detention facility outside New York state, Charles said, adding ICE plans to try to remove him from the country as soon as possible. Two federal agents injured in the encounter were treated and released, a law enforcement source said.

The shooting has drawn outrage from city leaders. Mayor Zohran Mamdani called it an "outrage" on Thursday night after two fruitless hours on the phone with President Donald Trump and Mullin pressing for Belgal's release. Mamdani had demanded the footage be released "so we can establish the facts and get to the truth", a demand Friday's release answered, at least in part.

About 300 demonstrators gathered outside Allen Hospital on Thursday night; several protesters were arrested.

The FBI and Homeland Security Investigations are investigating the shooting. No findings have been released.
