  • Democrats will win back control of the U.S. House of Representatives, CNN and Decision Desk HQ projected on Tuesday night, November 3, 2026.

  • Decision Desk HQ moved first.

Democrats will win back control of the U.S. House of Representatives, CNN and Decision Desk HQ projected on Tuesday night, November 3, 2026. USA Today carried the projection in its live election coverage in an item timestamped 10:08 p.m. ET, reporting that both CNN and Decision Desk HQ had called the chamber for the Democrats.

The Columbus Dispatch reported the same result in its live coverage at 10:19 p.m. ET, writing that Democrats have won back control of the House in a projection made by CNN and Decision Desk HQ.

The first call came at 9:09 p.m.

Decision Desk HQ moved first. It projected at 9:09 p.m. ET that Democrats will take control of the House, at a point in the evening when polls were still open in western states. Newsmax issued the same projection at 9:09 p.m. ET and reported that the result ends the Republican hold on the chamber.

CNN joined the call later in the evening. By the time USA Today posted the item carrying the CNN and Decision Desk HQ projection at 10:08 p.m. ET, two separate election callers and several news outlets were reporting the same outcome for the House.

What the majority required

The House has 435 seats, and 218 seats are needed for a majority. Democrats needed a net gain of three seats to reach 218 and take the chamber, Newsmax reported. The projection means the callers judged that Democrats would clear that line as the remaining races were decided.

The flips behind the call

Decision Desk HQ said Democratic wins contributing to the projection included flips in North Carolina's 11th District and Pennsylvania's 8th District. A flip takes a seat from the party that held it and gives it to the other party, and a small number of flips was enough this year because the starting margin was so narrow.

Democrats needed a net gain of only three seats, so each Republican held seat that changed hands moved the chamber count directly toward 218.

A first in the Speaker's chair

House Democratic Leader Hakeem Jeffries is expected to become the next Speaker of the House when the new Congress is sworn in on Jan. 3. Jeffries would be the first Black Speaker in the nation's history.

The Speaker is elected by the full House at the start of the new Congress. With a Democratic majority projected, Jeffries enters that vote as the leader of the party that holds the seats.

The mood inside the White House

A White House official described the mood inside the White House as "defiant" in a statement on Tuesday evening. The description came as Decision Desk HQ projected that Democrats will retake the House majority and projected Democratic Senate wins in Georgia, North Carolina and South Carolina.

Those Senate race projections are separate from the question of which party controls the Senate. The sources behind this report did not project control of the Senate, and this report does not state that Senate control has been decided.

What a projection means

A projection is a call made by an election desk from results reported so far. It is not a final certified count, and individual House races were still being counted on Tuesday night. The call reported here rests on CNN and Decision Desk HQ, with Newsmax and the Columbus Dispatch reporting the same outcome.
