Democrat Bob Harvie has won Pennsylvania's 1st Congressional District, ousting Republican Rep. Brian Fitzpatrick. The Associated Press called the race for Harvie with 184,272 votes to 165,238 for Fitzpatrick, with 95.82 percent of precincts reporting and an estimated 96.06 percent of the vote counted in the AP snapshot.

NBC News and CNN also projected that Harvie would win the race. USA Today carried the projections in its live election coverage in an entry timestamped 12:41 a.m. Eastern time on November 4, 2026, describing Fitzpatrick as a prominent moderate Republican who had represented the swing district for more than a decade.

The winner and the district

Harvie is a Bucks County commissioner and a former teacher. The 1st District covers Bucks County in the suburbs of Philadelphia. It voted for Kamala Harris in the 2024 presidential election and has a record of electing both Republicans and Democrats to statewide and federal offices, which made it one of the most closely watched House districts in Pennsylvania this cycle.

Fitzpatrick went into the race with a notable cash advantage, according to USA Today. The money did not hold the seat. The result ends a run of more than a decade for Fitzpatrick in a district that has repeatedly split its loyalties between the two parties.

A five-term incumbent falls

Fitzpatrick was a five-term incumbent. He won the district in 2024 with 56.4 percent of the vote, running well ahead of the top of his party's ticket in a district Harris carried by 0.3 points that year. That history of outrunning his party made him one of the harder Republican incumbents to dislodge on paper, and his personal vote is a large part of why the seat stayed in Republican hands through earlier cycles.

This time the district's presidential lean showed through. Harvie's margin in the AP snapshot, 184,272 votes to 165,238, is a lead of about 19,000 votes with nearly all precincts reporting, too large for the remaining count to reverse under the AP's call.

A clean sweep of the targeted seats

The result completed the Pennsylvania map. With Harvie's win, all 17 of the state's congressional races had been called. Democrats flipped all four of the Republican-held Pennsylvania seats the party had targeted as vulnerable this cycle: the 1st, 7th, 8th and 10th districts. GoErie, part of the USA Today Network in Pennsylvania, reported the completed sweep in its live coverage on the night of November 3, 2026, citing the CNN and NBC projections.

The four flips give Democrats the entire set of Pennsylvania seats they set out to take, and the 1st District result was the last of the group to settle. Harvie now moves from the Bucks County commission to the U.S. House, and Fitzpatrick's tenure ends with the new Congress.
